Fernando Figueroa

Fernando Figueroa has been actively fighting human trafficking since 2016 by conducting intelligence-led investigations. He spent years working undercover, conducting hundreds of investigations infiltrating trafficking networks across the Dominican Republic, Colombia, and beyond.

He played a crucial role in both covert and overt intelligence operations during Operation Cattleya, a multi-agency operation spanning nine months that resulted in the largest human trafficking rescue mission in the history of the Dominican Republic, freeing over 80 women from exploitation.

An active law enforcement officer serving with the Dominican National Police Special Operations Division, Fernando has trained over 600 elite operators in specialized units including SWAT, the Lince Unit, and the Grey Berets. He is an instructor at the Dominican Naval Intelligence Academy and a former officer of the National Department of Intelligence.

His expertise has supported Transnational Criminal Investigative Units working alongside U.S. Homeland Security to dismantle international trafficking networks. He has trained 24 law enforcement and intelligence agencies across Latin America in human trafficking and intelligence methodologies.

Fernando has received numerous commendations and testimonials from senior military, law enforcement, and government officials. His work has been published in the Standards and Training Director Magazine, and he was featured across 22 pages in six languages in the globally distributed Budo International Magazine.
